He's the Beast Claw Hunter you kill in the dlc before Ludwig

You can summon Jozef to fight the Abhorrent beast in Ailing Loran chalice, layer 3. But to my experience, Jozef is the worst ally above all old hunters.

It's the hunter from layer 2 with the Beast Claws that you fight through the first gold door.
